How to Read This Map

Each country is assessed on two dimensions: AI regulation and virtual asset (crypto) regulation. The Regulation Intensity Index ranges from Level 0 (no regulation) to Level 4 (comprehensive regulatory framework with active enforcement). Regulation Intensity Index

Level 0 — None: No regulation exists. Level 1 — Early: Initial policy discussions or non-binding guidelines only. Level 2 — Framework: A national strategy or regulatory framework has been established, but with limited legal binding force. Level 3 — Enacted: Legislation has been formally enacted and is currently in force. Level 4 — Comprehensive: A full regulatory regime with broad scope, mandatory compliance requirements, and significant penalties for non-compliance (e.g., EU AI Act, MiCA).

Key Jurisdictions at a Glance

The European Union leads global regulatory efforts with the AI Act (effective August 2024) and MiCA (effective December 2024), both rated Level 4. South Korea follows closely with its AI Basic Act (enacted January 2026) establishing high-risk AI classification and mandatory impact assessments. The United States takes a fragmented approach with executive orders and state-level legislation but no comprehensive federal AI law. China has implemented strict regulations on generative AI while maintaining a complete ban on cryptocurrency trading and mining since 2021.
